TABULAR DATA ON FIRST COMMITMENTS TO THE YOUTH AUTHORITY, INCLUDING AN ANALYSIS OF CHANGES IN OFFENSES AND WARD CHARACTERISTICS OVER TIME.
Abstract
VIOLENT AND PROPERTY TYPE OFFENSES SHOWED PROPORTIONAL INCREASES THROUGH THE YEARS, WHILE NARCOTIC AND DRUG, WELFARE AND INSTITUTIONS CODE VIOLATIONS, AND MISCELLANEOUS TYPES OF OFFENSES SHOWED PROPORTIONAL DECREASES. THE USE OR POSSESSION OF WEAPONS IN CONJUNCTION WITH THE OFFENSE SHOWED A STEADY PROPORTIONAL INCREASE THROUGH 1975, THEN STABILIZED IN 1976. THE USE OR POSSESSION OF ALCOHOL AT THE TIME OF THE OFFENSE SHOWED A STEADY PROPORTIONAL INCREASE ACROSS THE YEARS. ALMOST HALF OF THE FIRST COMMITMENTS HAD DROPPED OUT OF SCHOOL, TWO-THIRDS OF THOSE IN THE JOB MARKET WERE UNEMPLOYED AT THE TIME OF THE OFFENSE, AND ALMOST ONE-THIRD HAD SIBLINGS WITH CRIMINAL RECORDS. MOST (72 PERCENT) OF THE WARDS WERE LIVING IN THE PARENTAL HOME AND ABOUT HALF CAME FROM TWO PARENT HOMES. (AUTHOR ABSTRACT)...ELW
