Abstract
THIS VOLUME OF PAPERS IS INTENDED TO ILLUSTRATE THE USEFULNESS OF BENEFIT-COST ANALYSIS IN THE EVALUATION OF PUBLIC PROGRAMS, AND WAYS IN WHICH THE ANALYSIS COULD BE IMPROVED. INCLUDED IS A SURVEY OF FEDERAL PROGRAM EVALUATION PRACTICES. THIS SURVEY POINTS OUT THE LACK OF ADEQUATE PROGRAM EVALUATION PRACTICES AMONG THE EXECUTIVE DEPARTMENTS AND THE INDEPENDENT AGENCIES. IT ALSO SUGGESTS SPECIFIC WAYS CONGRESS CAN ENCOURAGE THE EXECUTIVE BRANCH TO CORRECT THE WEAKNESSES IN AGENCY EVALUATIVE AND ANALYTICAL PRACTICES. (AUTHOR ABSTRACT)
