THIS ARTICLE REPORTS ON A CALIFORNIA STUDY TO ASSESS THE IMPACT AND COSTS OF THE ADAPTATION OF VIDEOTAPE TECHNOLOGY FOR USE IN CRIMINAL COURTS.
Abstract
THE STUDY WAS UNDERTAKEN TO DEFINE VIDEOTAPE APPLICATIONS AND DEVELOP EQUIPMENT CONFIGURATIONS AND OPERATIONAL PROCEDURES; EVALUATE THE IMPACT OF VIDEOTAPE TECHNOLOGY ON COURT OPERATIONS AND PARTICIPANT BEHAVIOR; AND DEVELOP COST ANALYSES FOR VIDEOTAPE APPLICATIONS. THE REPORT IS DIVIDED INTO FOUR PARTS. THE FIRST ADDRESSES THE VIDEOTAPE SYSTEM -- EQUIPMENT SYSTEMS AND CONFIGURATIONS, THE RECORDING ENVIRONMENT, AND PRODUCTION TECHNIQUES. THE SECOND PART ASSESSES THE PSYCHOLOGICAL AND BEHAVIORAL IMPACTS OF VIDEOTAPE ON JUDGES,WITNESSES, AND ATTORNEYS. PART THREE PRESENTS THE NONBEHAVIORAL IMPACTS OF VIDEOTAPE, SUCH AS FINANCIAL,PROCEDURAL, CONSTITUTIONAL, AND ADMINISTRATIVE ISSUES RAISED BY IMPLEMENTATION OF THE TECHNOLOGY.
