Abstract
THE AIM OF THIS PROGRAM IS TO PROVIDE AN EFFECTIVE ALTERNATIVE TO THE ISSUANCE OF PRIVATE CRIMINAL WARRANTS, USING MEDIATION, FACT-FINDING, AND ARBITRATION OUTSIDE OF THE COURT SETTING. A STEP-BY-STEP DESCRIPTION OF HOW THE PROCESS WORKS IS PRESENTED, ALONG WITH A BRIEF HISTORY OF THE PROGRAM'S OPERATION IN THE TWO CITIES.
