JUSTICE DEPARTMENT AWARDS OVER $162 MILLION TO STATES, RURAL COMMUNITIES AND COLLEGES AND UNIVERSITIES TO ADDRESS VIOLENCE AGAINST WOMEN

 

WASHINGTON, DC ? As a result of $162.3 million in funding provided by the Justice Department in FY 2000, victims of domestic violence, sexual assault and stalking in all 50 states, the District of Columbia and five territories, in rural communities and on college campuses, will receive improved services.

?The Administration?s Violence Against Women Act and its funding has led to changes in attitude and action in communities across the country,? said Bonnie Campbell, Director of the Violence Against Women Office (VAWO), which administers the grants.? ?Our Fiscal Year 2000 funds are helping law enforcement, prosecution, courts and victim service providers to work together to prevent violent crimes against women, enhance victim safety, and provide services to victims, as well as hold offenders accountable.?

A total of $131.6 million in STOP (Services, Training, Officers, Prosecutors) Violence Against Women Formula Grant funding was awarded to all 50 states, the District of Columbia and five territories to encourage cooperation among law enforcement, prosecution and victim service providers to improve the response to domestic violence, sexual assault and stalking.?

VAWO awards the STOP funds to state agencies designated by governors.? States are required to award 25 percent of the funds they receive to law enforcement, 25 percent to prosecution and 25 percent to victim services programs.? The remaining 25 percent of the funding may be allocated at the state?s discretion for the other three STOP program purposes.

STOP funds may be used to train law enforcement officers and prosecutors to more effectively identify and respond to violence against women, develop domestic violence units in police departments and prosecutors offices and develop computerized systems to identify and track arrests and protection orders.? STOP funds can also be used to strengthen victim services programs.

VAWO also awarded $23.9 million to 63 rural jurisdictions in 41 states to continue projects begun with Fiscal Year 1998 grant funds.? The Rural Domestic Violence and Child Victimization Enforcement grants are for improving the investigation and prosecution of domestic violence and child abuse cases and to increase victims? access to advocacy and counseling in rural areas.

?Service delivery in rural areas can be difficult,? added Campbell.? ?Our program helps criminal justice and social service staff to find creative solutions to the unique problems rural communities face.?

Another $6.8 million in federal funding was awarded to 20 colleges and universities in 19 states to improve assistance to victims of sexual assault, domestic violence and stalking.? This is the second year that VAWO is awarding the Grants to Combat Violent Crimes Against Women on Campuses to institutions of higher education.

To receive these funds, colleges and universities must develop partnerships with off-campus, nonprofit victim advocacy organizations and local criminal justice or civil legal agencies.? Campus police must also be trained to respond to sexual assault, domestic violence and stalking, and a mandatory prevention and education program on violence against women must be established for all incoming students.

Campus funds may be used to train faculty, staff and disciplinary boards to respond more effectively to violence against women and to strengthen services for victims. Communication systems, which link campus security to local law enforcement to identify and track arrests and prosecutions, and capital improvements, such as improved lighting on campus, may also be supported as part of comprehensive efforts to address violence against women on campuses.

?Sexual assault and other violent crimes against women often go unreported on campuses because victims aren?t aware of the services or recourse available to them,? said Campbell.? ?These funds will assist colleges and universities in helping victims to come forward and obtain the services they need.?
