Abstract

THE REPORT INCLUDES A DETAILED HISTORY OF BLACKS IN AMERICAN SOCIETY AND RECOMMENDATIONS FOR IMPROVING THE SOCIAL CONDITIONS WHICH FOMENT RIOTS. ALSO OF INTEREST IS A CITY-BY-CITY DISCUSSION OF THE SUMMER'S DISORDERS. AMONG RECOMMENDATIONS POLICE COMMUNITY RELATIONS AND ADMINISTRATION OF JUSTICE UNDER EMERGENCY CONDITIONS ARE DISCUSSED.
